This comparison finds counties with an unusually high share of households without a vehicle and relatively low reported polling-place density. It identifies a planning question, not a finding of inadequate access.
counties have at least 10,000 reported voters, usable vehicle-access data and 90% or better jurisdiction coverage for polling places.

The mismatch is z(no-vehicle share) minus z(polling places per 10,000 voters) within the eligible set. It does not include transit service, early voting, vote centers, geography, opening hours or mail-voting law.
